No they are not. They are architecturally necessary though. kdelibs is
right now one big source package with many libraries that all depend on
each other to some degree. 99% of the packages that are listed are
exactly those libraries. Fortunately they are rather small so that does
not matter much. Furthermore parts of these libraries require executable
at runtime (provided by kde-runtime) which in turn require oxygen
specific icons (oxygen-icon-theme). Out of all these oxygen-icon-theme
is probably the biggest.
