I'm on 12.04 and have hit this too, BUT in my case it "just" appears to be a very slow apport... due to a JVM crash, on a 8 GB workstation, after what seemed like a long time (several minutes, with an SSD) of 90%-ish CPU usage from apport it did actually stop by itself - so may be just producing a huge core dump? (I then ran into bug 718635, but that's probably unrelated?)
