Public bug reported:

With appmenu-gtk and appmenu-gtk3 installed in kubuntu the text menu
(file, edit,...) is not visible in some applications like audacity, gimp
and some other but I currently don't remember. I have never installed
appmenu-gtk and appmenu-gtk3 so I think it was in dependencies of some
gtk app. As far as I know there are not needed in kubuntu because this
isn't anything like the top panel in ubuntu where this text menu can be
displayed.

I deleted appmenu-gtk and appmenu-gtk3 and the text menu is visible now.
