Found the problem, though I'm unclear what to file the package against.
What I can say is that it's not a problem with lxpanel, pcmanfm,
xscreensaver, or any other process run in
/etc/xdg/lxsession/Lubuntu/autostart.

The problem is ~/.config/lxsession/Lubuntu/autostart (which I use as
suggested in
https://help.ubuntu.com/community/Lubuntu/Mouse#Touchpad_settings to set
touchpad settings). Delete the file and everything runs like normal.

These settings can easily be put into the global file, but for several
reasons it has been suggested to use the per-user file, among them
ensuring that the settings stick when do-release-upgrades are performed.
Not to mention the possibility that a machine has several users, all of
whom want different settings.

It looks like autostart is going to be removed in the next release
(https://blueprints.launchpad.net/ubuntu/+spec/community-r-lubuntu-work-
items) but it sure would be nice to figure this out for Quantal.
