Public bug reported:

In Guatemala the thousands separator is a comma and the decimal
separator is a dot.  Had to change in /usr/share/i18n/locales/es_GT:
from:
LC_NUMERIC
copy "es_ES"
END LC_NUMERIC

to:
LC_NUMERIC
decimal_point "<U002E>"
thousands_sep "<U002C>"
grouping 3;3
END LC_NUMERIC

then sudo dpkg-reconfigure locales

lsb_release -rd
Description:    Ubuntu 12.04.1 LTS
Release:        12.04
