I disagree with this solution: at least for me, suggested packages are
*not* automatically installed, although recommended packages are
installed.  To address the original request, leaving "recommends" is a
better solution than moving to "suggests", although moving to "depends"
may be sensible, as otherwise some xfig functionality is disabled.

More generally, I disagree with this bug.  Packages may expect to have
the "recommends" satisfied for full functionality, so long as there is
no segfault or crash resulting from the missing package (in this case,
the user is presented with a helpful error message).

I would consider a patch with a more verbose error message suggesting
the installation of the transfig package to support export.
