Possible workaround: Tools->Customize, tab "Keyboard", set option 
"Libreoffice", press "Save" and save settings. Then enter into resulting file 
by file manager. (Add extension .zip if needed.) Open file 
Configurations2/accelerator/current.xml in text editor. Change in line 

<accel:item accel:code="KEY_F"
xlink:href="vnd.sun.star.findbar:FocusToFindbar" accel:mod1="true"/>

word KEY_F to word KEY_F3, then save result. Then load resulting
settings into LO in dialog "Customize".
