I'm not really sure what else to say about this.. The most concise reproduction instructions I can come up with are: 1) Start Office / OpenOffice Presentation, click Create - A new presentation is created 2) Start Office / OpenOffice Word Processor 3) Try Alt-Tab between Impress and Writer - It should work properly 4) Click Bulleted List in Writer - A Bullets and Numbering toolbar should appear 5) Try Alt-Tab between the applications again - Focus isn't given to Writer properly.
