I can also confirm this issue. I have a dual gpu Core i7 and Radeon HD6450. When I install fglrx, fglrx-updates or Catalyst 12.9 beta the amd driver does not load.
When using the Radeon card, Unity loads but the Intel driver is used: $ fglrxinfo OpenGL vendor string: Intel Inc.
