Further testing on the Fn+F9 wifi issue shows that the wifi activity LED (and 
presumably the radio transceiver) remains on.
The command   rfkill list   shows that the Wireless LAN is only being "soft 
blocked" and Bluetooth isn't being blocked at all.
Users for whom this is inadequate may wish to continue blacklisting the "ath9k" 
(and bluetooth) kernel modules despite the fix in Quantal. I will have to 
continue doing this and using an external wireless network adapter.
