The sample directory exists but it was a subdirectory. ie.
https://help.ubuntu.com/12.04/serverguide/sample/sources.list instead of
https://help.ubuntu.com/12.04/sample/sources.list
I just copied the sample directory to where it was pointing.
I think this has been fixed for 12.10 by the serverguide not pointing to
files in the sample directory.
