I encountered this error also when trying to update Xubuntu 12.04 to 12.10 with do-release-upgrade.
I got the following output: Preparing to replace php5-suhosin 0.9.33-1 (using .../php5-suhosin_0.9.33-3build1_amd64.deb) ... mv: cannot move `/etc/php5/conf.d/suhosin.ini' to `/etc/php5/mods-available/suhosin.ini': No such file or directory dpkg: error processing /var/cache/apt/archives/php5-suhosin_0.9.33-3build1_amd64.deb (--unpack): subprocess new pre-installation script returned error exit status 1 No apport report written because MaxReports is reached already The upgrade aborted half-way and after rebooting the system did not recognize my ethernet adapter any more. I was able to get a network access by booting an older kernel. After that I run "apt-get -f install" and "apt-get dist-upgrade" and now I seem to have a working Xubuntu 12.10 system.
