Thank you Christopher, it ended up being a misconfiguration. Unchecking the "Disable touchpad while typing" checkbox has returned the clickpad to a much more useable state: two-finger scrolling works, two-finger- click for right-click works, click-and-drag works. I am confident I can configure the soft button area if necessary. The enable-rightbutton.sh script didn't work, complaining that the property name "Synaptics Right Button Area" doesn't exist. I discovered that there is instead a "Synaptics Soft Button Areas" property on my clickpad.
I'm closing the bug, since it appears to be a configuration issue rather than a system bug.
