This could have something to do with the following bug

When I use top to see my processes, my cpu is always about 45~60%,
despites the scaling mode selected or even the frequency. I'm able to
successfully control both. In any of them, cpu keeps at 45%~60%. Also,
system values are at about 50%. No process opened is using that much
cpu.

With this, my load averages are way too high and the laptop seems like a
toaster heating. I have to force it to be at 800mhz, the lowest value
available, in order to keep the fan controlled..
