I have the same problem. It's put a huge dent in my wife's Ubuntu experience, since we need to rip to MP3's, and the Gstreamer + Sound Juicer + Rhythmbox tag team is giving me broken MP3s.
I've also always thought it was on the encoding side. Files encoded with LAME on the command line do not have this problem, and play fine with RB, so I would also bet that it's in upstream gstreamer. What can we do from here if that's the case?
