We will not change the behaviour, marking the bug "Won't Fix" again, no
need to change the setting you will not convince anybody to do the
change by doing it. As explained before the new dialog location is
decided by the window manager, that's not something the application is
doing. There is no code to determine if there is a button under a new
window and that would not really make sense to try to avoid location
something over a button, menu, launcher, or action from an another
software. We should be changed here is to make "cancel" open a
confirmation dialog so when you press it by mistake that's alright.
There is already bug #123051 about that
