You're using an invalid value for the gateway in the VPN connection configuration:
Oct 1 09:50:14 mrshighpants NetworkManager[785]: <warn> VPN connection 'townofarlington' failed to connect: 'couldn't convert PPTP VPN gateway IP address '209.6.3.281' (0)'. 209.6.3.281 is as invalid IP address -- each individual number separated by dots cannot be higher than 255. There may be a typo, or one character too much. I'm closing this bug report since it is not a bug in the software used, but a request for help.
