Public bug reported:
Immediately after logging in, selecting System -> Quit takes more than a
minute for the window to appear.
If waiting a few minutes after logging in, then selecting System -> Quit
is much more responsive.
Also, when having to wait more than a minute for the window to appear,
the options available aren't all available. For example, the suspend and
hibernation options are simply not there. However, after waiting a few
minutes, those options are available again.
