The source package is named sane-backends in Ubuntu, it contains libsane
and sane-utils (and the related development and debugging packages).

I am not aware of any PPAs, 1.0.23 is not even in Debian yet.

Btw, I tested the scanner with the current stable version of Debian
(squeeze), which comes with sane-backends 1.0.21, and it worked without
any problems.
