There might be a loose relation to bug #992639, where the storage driver
attribute "delay_use" has some relevance:

Anyway, all these timing problems seem to be rather system-specific.
Apart from pointing to the tweakable parameters (like "WaitBefore" in
the usb_modeswitch config files and "delay_use" for the usb-storage
driver), I'm at a loss about how to tackle these issues *generally* ...
