Public bug reported: 'cpufreqd' and 'cpufrequtils' were installed manually, and they should belong to the standard-system for AMD64-architecture, because most PC do support cpu-frequeny-scaling. /etc/cpufreqd.conf had to be altered in order for the daemon to actually start doing anything. I attach a compressed version of the configuration file, that works for me.
