By doing "sudo apt-get update -V", I saw the error message:

W: A error occurred during the signature verification. The repository is
not updated and the previous index files will be used. GPG error:
http://deb.torproject.org oneiric InRelease: The following signatures
were invalid: KEYEXPIRED 1346668560 KEYEXPIRED 1346668560 KEYEXPIRED
1346668560 KEYEXPIRED 1346668560

When I #'d the torproject lines I had in /etc/apt/sources.list, _my_
problem went away. YMMV

This is NOT an update-manager problem (except for not showing the error
message).
