The description of the issue which leaded to that change: "<lapo> I think there is a problem with gnome-panel menu icons, check soundjuicer and banshee icons, I think it take the 22x22 and scale it up to 24x24, but at least sj provide a 24x24 icon ... <lapo> seb128, cause those icons looks blurry while they are not"
That is probably a gnome-panel or GTK issue but there was discussion on IRC and I think some #tango guy suggested to lapo that using Fixed for 22x22 would be fine and fix the issue.
