Ok, this is really starting to worry me. Currently I am booted in: Linux brendand-6930p 3.5.0-1-generic #1~precise1-Ubuntu SMP Wed Jun 20 14:43:32 UTC 2012 x86_64 x86_64 x86_64 GNU/Linux, which is from quite a while ago and I'm 100% certain I didn't see this problem when I was actually running that kernel as standard. But now I see much the same problem. One difference is that PowerTop now works properly and outputs the following:
