I also had this problem with a wireless Logitech(I can't seem to see the model) 
& a wired Logitech(LX3).

I saw this bug report and proceeded to upgrade my Kernel so now this box
is Using Release 12.04 (precise) 32-bit Kernel Linux
3.6.0-030600rc3-generic GNOME 3.4.2

The wireless mouse's ability to scroll has been returned. However the
wired mouse still has no scrolling ability.

This I have confirmed by use and observation of output with xev. ie
wireless mouse reports presence of buttons 2,4 & 5(wheel,up,down) and
the wired only reports the presence of button 2.
