Yes, it's fixed in 12.10. No, this won't ever be fully fixed in 12.04 because it requires Compiz & Unity to be ported from gconf to gsettings. That kind of huge change won't be allowed in stable releases. Notably, no one has ported Unity 2D to gsettings so that code isn't even in the 12.10 archives but Unity 2D is still supported in 12.04.
