Public bug reported:

Since the upgrade to precise I cannot use the Scintilla Editor plugin
anymore. When I select it, the scroll wheel on the mouse is no longer
able to scroll up (but I can still scroll down).

Triggering the scroll wheel lets the editor content flicker, but it
stays at the same position.

When I use Gtksourceview then everything is fine.
