Confirming; this would work and is fixed at least in Quantal: - Sudo keeps the http_proxy, https_proxy, all_proxy, etc. environment variables. - https_proxy is required by add-apt-repository to access Launchpad. - http_proxy is required by add-apt-repository/apt-key/gpg to retrieve the PPA signing keys.
