I have a fully patched Dapper installation. This bug occurs for me. I only have one address book (personal) and no contacts are associated with a category.
When receiving an email I can add the sender or other recipients to my contacts. These will appear just fine in the contacts perspective. However these new contacts are not accessible when composing mail either by the contact completion mechanism or opening the to: (or cc:) dialog box. This can be fixed in 2 ways. In the contacts perspective, select the new contact, right click and select "move to address book".
