It seems that the man pages for local and postconf don't specify the
units.  After checking the source though, the value is passed to ulimit
or setrlimit.  I checked out the man pages for them and there seems to
be no mention of what the units are that they work in.  But there is
some evidence that its in 512 byte blocks.  So, not sure whats going on.
