Please allow me a few days then do this test. I am now trying another trick which seems solved the issue, but I need a few more days to test. What I did is that I setup 2 network connections, with same SSID, but different BSSID, now it can connect to the nearby AP. I will do your test after switching back to my original config this weekend.
Also, signal level difference is physically impossible.
