Again and again I have same issue with active window.

When I run some new app, in some cases it is shown on top, but is not
the active widow, active window remains the window I worked in before
running new app.

So, it happens that you run some app, and it shows up, you press Alt +
F4, and you close the wrong window.

It is reproduced in the video attached, where I was in Gedit, then
clicked trash icon, Nautilus opened trash, I clicked on window close,
and instead closing Nautilus I closed Gedit.

IMO, window on top should be active by default (if always on top is not
clicked). So what you see is what you get.

I had problem to achieve this when developing PyGTK application, when I
activate window from application indicator I never know if he will get
focus. Looks like window manager have some isues.
