Looks like this bug has been there since at least kernel 2.6.33, as evidenced 
by this Fedora bug report:

[Somebody complains about this bug to be present in Fedora 13 through 16 as 
well as Debian 6.0].

The bug reporter says that Fedora's kernel kernel-3.3.0-4.fc16 has this
problem fixed.
