Please look at the requestbackport tool available in ubuntu-dev-tools (in precise and later as well as wheezy and later). Unless the package in precise release is totally broken, https://wiki.ubuntu.com/StableReleaseUpdates defines what's allowed in an update. For a full new version update, the backports pocket is preferred unless a https://wiki.ubuntu.com/StableReleaseUpdates/MicroReleaseExceptions is sought.
