Public bug reported:

1. Open Orca.
2. Press Quit / Close / Alt+F4

=> A "confirm quit" dialog appears. The Orca main window disappears for
the duration. (This seems to be intentional, or perhaps considered
awkward to fix. The developer who fixed #802447 couldn't have helped
noticing it).

=> The Orca icon in the dock disappears, even though the "confirm quit"
dialog is still open. The "confirm quit" window has no dock icon
associated with it.
