I'll contact upstream about this issue. Upstream apparently knows about
it, the asia file has:

# Saigon's official name is Thanh-Pho Ho Chi Minh, but it's too long.
# We'll stick with the traditional name for now.

But maybe it's time to change it for good. Thanks for the hint with
Hanoi, that's indeed much more appropriate.
