On a fresh install it was lagging when switched to full-screen dash(after a 
fresh boot with no applications running and letting the OS to load fully and 
with 1 minute of additional time for any operations it might have to do to 
finish).
After I updated it wasn't lagging any more when it was full-screen.
I can't test if the MeMenu lags because now when I open it(MeMenu) Dash closes 
automatically.

I tested with a video in the background, for that I opened Firefox with
1 tab with a youtube video loaded. The video set on 480p, it was enough
to start the video for the dash to lag very hard in FullScreen mode or
Non-FullScreen mode and also the video was lagging while the dash was
open... I want to remind that this laptop is not that weak, it can play
without any problem 1080p youtube videos for example.

Also, if allowed, why I said it has a bad performance impact:
I had a long time ago a PC with AMD Athlon 3000+(1 core, 1 thread, 1.8 GHz) and 
1 GB Ram and it was running without any problem Windows 7 and KDE. This laptop 
is about 2-3 times more powerful than that old PC that I had and it lags when 
it opens the dash and the computer does any other operations while the dash is 
opened...
I also want to point out that this laptop has Kubuntu 12.04 LTS installed and 
it has no problems at all with all the default effects activated... I can 
compile the kernel on it with -j16 and youtube videos don't lag on 1080p in KDE.
