Might I suggest a compromise? It seems to me that it would be fairly simple to add "Show splash screen at startup" entry under LO's general options. Better yet, there could be a "Startup behavior" entry with "Splash screen", "NotifyOSD", and "Do Nothing" radio buttons.
To me, the always-on-top splash screen seems a sub-optimal approach, when the OS has a much less obtrusive notification method built in. But maybe it's asking too much to request that level of interaction with the OS on a cross-platform suite. I seriously doubt that the state of the splash screen is due to a copyright clause. Everything in LibreOffice is either under Creative Commons or GPL.
