See bug #802552. "Orca's forced terminal-based setup was removed in the 3.4 release. If you start Orca in a terminal it will now enable accessibility if it's not already and just start." Confirmed fixed in Ubuntu 12.04.
No-one's done anything with this duplicate, so I've closing it. If you can still reproduce it, please re-open it. (If the text setup can be invoked manually still, then I suspect it would have the same problem.
