I'm experiencing the same problem, in the same circumstances. Whenever I edit file(s) with the external editor it constantly rewrites that/those files. In my case the procedure is: open file with RAW editor (rawtherapee), save JPG from there to filename_rw2_shotwell.jpg. At this point, everything is still fine. I then edit with external editor (GIMP) and save this back to filename_rw2_shotwell_modified.jpg at which point it starts the repeated rewriting. Reverting the edit stops it.
