One of the reasons the bug didn't receive much attention is that the
number of reports open against network-manager is far too large.  The
number was recently threatening to go over 1000.

Another reason is that not everyone connects to the Internet via a
Bluetooth-tethered phone.

Another reason is that bugs filed in Launchpad are not sent upstream.

Which is not to say that this bug isn't important.  It is.
