Not all of them. The library versions can be overriden, those are mainly for the multi-arch bump (which is irrelevant in Lucid). The recent dpkg-dev is necessary for the tools used for the /etc/hobbit -> /etc/xymon migration (mostly dpkg-maintscript-helper) and IIRC there's a similar reason for the debhelper version. Not sure if they're available as backports for Lucid.
