That's exactly what unclutter is for, so this is no bug in unclutter but
intended behaviour.
Uninstall unclutter if you don't want this behaviour. If it's pulled in
by some other package, please reassign the bug to that package.

These are indeed known issues with unclutter (and there a individual bug
reports for these issues), but there's not yet a solution for them if
you want to hide the cursor in general if it's not moved, i.e. the
solution is also to uninstall unclutter.
