- present on network settings and computer is connected to an

  What should happen:
  
  Network manager should notice that the port is not access-controlled and
- do one of the following: ask for connecting unauthenticated or connect
- unauthenticated without asking.

- there should be a setting for controlling the behavior when connecting
- to an unauthenticated port.
