Hi, you can do an alias
alias scribus-ng='LANG=C LC_ALL=C scribus-ng' in a global file like /etc/bash.bashrc it's not very good but that work for all user who will use bash for shell. Or you can change the /usr/share/menu/scribus-ng file. I think that is the file use to create the menu. I hope that will help.
