@msevior: There wasn't any decision. Some Ubuntu developer thought it
would be a good idea to sync from Debian (which contains the 2.9
development branch) without consulting anyone. We (Xubuntu Team) noticed
that, but we were too busy and didn't have time/forgot to investigate
further. And so 12.04 LTS got released with a development snapshot, and
12.10 will too, I guess. This doesn't matter to Ubuntu, because they use
LibreOffice by default...

Anyone who wants to maintain abiword's packages in Ubuntu so that it
doesn't end up broken again is welcome.
