I am a developer, but not a very experienced one. I don't know if I can handle this kind of thing, but I will take a look at this during this vacation month.
Also, I kind of agree with Robert. This problem has been here for an year now and new features have been added while this bug has been left behind. I understand that we'll never have as much developer time as we wanted, but I think some things should take priority. This is not a average bug. It's probably one of the worst UI disasters I've seen in the last years, and being a regression makes things even worse. Everybody takes drag and drop for granted. You can't hope to make new users switch to Ubuntu even if they like Ubuntu's awesome unique features when it lags behind in such silly things.
