Underline for me shows as ctrl-u which works fine for me in Ubuntu 7.04.
Does that not work for you?

ctrl-shift-u is a special command sequence to allow unicode entry eg:
ctrl-shift-u####-enter causes a unicode character to be entered.

There is a separate bug about the fact that the enter in the above
sequence should not be needed to enter a unicode character but that
isn't the issue you are dealing with.
