I don't see how this would be related to whether networking is an
upstart job or not, anyway, as of 12.10 it'll only be an upstart job.

The most likely problem is that networking is also bringing down the
loopback device which I'm guessing part of the desktop uses for obscure
reasons, that's indeed a problem but not something we should try to fix
in netbase/ifupdown.
