lpadmin was designed to be pointed at the right PPD and not to search for PPDs. Since a printer model can have multiple drivers and therefore PPDs you need to specify the exact PPD anyhow. In your assumption a user also needs to know the exact syntax <make>-<model_type>-<driver>.ppd, furthermore this syntax only applies to foomatic PPDs. I don't believe this qualifies as a bug, I will leave this issue open for a while in case somebody would agree with you and confirms the issue.
